The paper is based on Amartya Sen’s seminal work Development as Freedom.

Sen describes five requirements that should ideally work together in order to bring true development.

These include:

(1) political freedoms,

(2) economic facilities,

(3) social opportunities,

(4) transparency guarantees and

(5) protective security.
