Introduction

Afrobarometer (AB) is a pan-African, nonpartisan, nonprofit research network that tracks political, economic, and social conditions in Africa. AB envisions a world in which Africa’s development is anchored in the realities and perspectives of its citizens.  AB provides high-quality data and analysis on citizens’ evaluations and experiences of democratic governance and quality of life. The data are provided as a public benefit and are  freely available to governments, policymakers, policy advocates, civil society organizations, academics, news media, donors and investors, and ordinary Africans.

Launched in 1999 in 12 countries, AB has completed more than 300,000 interviews in survey rounds in 42 African countries. Afrobarometer currently conducts face-to-face computer-assisted interviews in the language of the respondent’s choice with nationally representative samples. Effective analysis and communication of survey findings, as well as capacity building for survey research, analysis, and communications skills, are integral parts of AB’s work.

 

Background

AB’s headquarters, located in Adjiringanor, Accra, Ghana, requires professional 24-hour security services to safeguard its staff, visitors, premises, and assets. Although the office operates primarily during standard business hours, continuous surveillance and protection are required to ensure a safe and secure environment.

AB seeks proposals from experienced and reputable security service providers with demonstrated capacity to deliver round-the-clock security services using skilled personnel and modern protective technologies.

Scope of work

The security agency will be responsible for the following services:

Personnel Deployment

The security agency shall:

  • Provide trained, uniformed security personnel for 24/7 coverage, including weekends and holidays.
  • Ensure a minimum of two security guards on-site at all times.
  • Deploy additional guards during special events, emergencies, or upon AB’s request.
  • Manage shift rotations to maintain alertness, professionalism, and effective coverage.

Access Control and Monitoring

The security agency shall:

  • Implement and manage access control procedures for staff, visitors, and vehicles.
  • Maintain accurate and up-to-date entry and exit logs.
  • Conduct regular perimeter and internal patrols to identify vulnerabilities or risks.
  • Monitor all access points, including gates, doors, and windows.
  • Incident Response and Reporting

The security personnel must:

  • Respond promptly to alarms, emergencies, or any security breaches.
  • Document and report all incidents, including suspicious activities, accidents, or hazards, to the AB Human Resources and Administration Manager or designated representative.
  • Maintain an incident register and submit regular reports.

Additional Services

The security provider will:

  • Advise AB on potential security enhancements or technology upgrades.
  • Provide periodic training for security personnel and AB staff on emergency response, evacuation, and security protocols.
  • Assist with visitor management and crowd control during official events where applicable.

Deliverables

The selected agency shall provide:

  • A monthly deployment and shift schedule outlining personnel assignments.
  • Regular incident and activity reports, including summaries of patrols and observations.
  • Security risk assessments and recommendations for continuous improvement.
  • Management and maintenance (where applicable) of any security equipment provided by the agency.
  • Monthly performance review reports and participation in review meetings with AB.

Proposal requirements

Interested agencies are invited to submit a proposal that includes:

  • Company Profile: Background information on the company, including relevant experience, and a list of clients served.
  • Approach and Methodology: A clear outline of the proposed security plan and strategy for 24-hour service delivery.
  • Staff Qualifications: Profiles of key personnel and guards, including training and certifications.
  • Technology and Equipment: Details of security technology and equipment available, such as access control systems, and communication devices.
  • Compliance and Licenses: Proof of compliance with relevant Ghanaian regulations and possession of required valid licenses.
  • Cost Estimate: Detailed budget, including personnel, equipment, and any ancillary costs.
  • References: Recommendation letters and contact information for at least three clients from recent projects of similar scale and scope.

Evaluation Criteria

Proposals will be evaluated based on:

  • Experience and Expertise: Proven track record in providing 24-hour security services.
  • Proposed Solutions: Effectiveness of the security plan and technology solutions offered.
  • Cost Competitiveness: Value for money and alignment with budget expectations.
  • Staff Competency: Qualifications and training of proposed security personnel.
  • References: Positive feedback from previous clients on reliability and professionalism.

Proposal submission

All proposals must be electronically submitted in PDF format to contact@afrobarometer.org no later than December 19, 2025. Late submissions may not be considered for evaluation.
