- The vast majority (82%) of Zambians say they have heard of the Constituency Development Fund (Figure 1). o At least nine in 10 respondents are aware of CDF among citizens with post secondary education (97%) and secondary education (90%), urban residents (90%), and 46- to 55-year-olds (90%) (Figure 2).
- Among those who have heard of CDF: o Half (51%) say they do not know of any project in their constituency that has been funded by CDF (Figure 3). o Two-thirds (67%) say most CDF-funded projects in the country only benefit a few individuals, while one-fourth (25%) think they benefit whole communities (Figure 4). o The biggest perceived challenge to the implementation of CDF-funded projects is poor guidelines on how CDF ought to be utilized (cited by 33% of respondents), followed by political interference (29%) (Figure 5).
